Why can't I post an attachment

I still don't get why I can't post attachments on my posts. I drew a picture of Garth and would like to share it with you. The file isn't that big. I'm confused.

I admit- I had no idea members could not post attachments.

I think enabled them in the main forum and back porch. Please let me know.
