Updated News Archive

One of the last remaining relics from PG's past has been replaced. Tonight the index of the news archive was upgraded to a new system. In the past, it was a multi-step process to add news to the site. Updating the news index was the last step. Because of that, the index hasn't been up to date since 1999. It's now database driven, so it should always be current.

This is part of a larger project, so expect to see more changes soon.
